What would happen with Social Security benefits, veterans' rights and U.S. Federal employees' retirement pensions?

Social security benefits, veterans' rights and U.S. Federal employees' retirement pensions are acquired rights. They have been recognized as such by all the legislative bills since 1989 to the present. The Government of the United States has always honored its debt to its public servants, regardless of where they reside. Conversely, people who receive a pension from the Government of Puerto Rico would continue to receive it if they where to move elsewhere.

After the initial transition period which would allow for the design of a transformation of the current U.S. controlled system, the new Puerto Rico Social Security system will go into effect. As under the current U.S. managed system, all employees and employers working out of Puerto Rico would contribute to the new Social Security System. From that point in time, persons who retire or are incapacitated will receive benefits from the U.S. and the Puerto Rico system, in accordance to how much they have contributed to each social security system.
